Most of the Japanese makers have a 250cc or thereabouts bike in their range. You pays your money you take your choice. Yamaha Virago 250 is a docile and easy bike, and made for many years so here's one out there to suit your budget.
Kymco People, with the 16 inch wheels, Tomos has a similar sized wheel variation of old Puch Maxi. 49cc, 30 mph restriction for 'moped' license plate and no motorcycle endorsement needed to ride on street legally in Wisconsin, popular around campus areas. Honda Ruckus 49 cc cost a bit more, stripped chipper look.
It's quite a bit larger than a moped, but big enough to keep with traffic on any road. Even a freeway if needed. If you go with a 125cc bike like a Kawasaki 125 Eliminator you might find yourself a bit undersized on an 50+ mph roadway.
