When a player -- particularly a defensive player -- goes into a breakdown situation then the laws require that they go in with their shoulders no lower than their hips. They also have a duty to make a reasonable attempt to remain on their feet, and if they do go off their feet then they must make a reasonable attempt to roll away from the ball.
Were this not the case, then defenders could just fall down on (or "seal off") the ball, making it impossible for the scrum half to get the ball back into play quickly. And it is the quick ball that catches the defense unprepared or out of position which has the potential to lead to a try.
You will sometimes see an offensive player do the same thing (go off their feet and seal off the ball) when the defense is counter-rucking well, in order to prevent a turnover.
The problem is that (like everything else about the breakdown), every official judges what is a "reasonable attempt" differently. All players can do is ask for consistency from a given official -- after that it is up to the player to adjust his play to the official's expectation for that game.

In rugby when performing tackles you will be penalised if your feet leave the floor during the tackle, this is known as "Player leaving feet" and can be quite dangerous.so spear tackling is allowed as long as your feet are grounded. :)
