I am currently running a Dragonsworn deck.
My question is: If I use say Lightpulsar Dragon and Plaguespreader Zombie to Synchro summon Stardust Dragon, can I activate Lightpulsar's effect to special summon Red Eyes Darkness Metal Dragon from the graveyard? I read somewhere that it might miss the timing or something along those lines.

Lightpulsar Dragon's effect is optional as it states "You can".
All optional effects have a chance to miss the timing, if the last thing that occurred was NOT destorying/sending it to the Graveyard.
In your case, the last thing to happen was the Synchro Summon, not the sending of Lightpulsar, and you will not get its effect.
However, if you played dark hole, the last thing to happen was its destruction, and you can get its effect.
If this card is tributed for a Tribute Summon, sent to the Graveyard as a cost, or sent to the Graveyard while an effect is still resolving, the timing is missed and the effect cannot be activated.[1]

Indeed the answer is no as you can see by several of these answers. However, the ruling here is far more than just the fact that it says "you can". It is mainly because it says "When".
There are two types of optional trigger effects, one that says "If this card blah blah blah you can do this blah blah blah" and one that says "When this card blah blah blah you can do this blah blah blah". See the difference? One says WHEN and one says IF. Optional trigger effects which contain the word IF can NEVER miss the timing. Only cards that say WHEN can miss the timing.
Lightpulsar states "When this card..." meaning it can miss the timing. And since the last thing to happen was the summoning of a monster (which does NOT start a chain), it has missed the timing.

lightpulsar effect is a mandatory effect, not an optional effect. when it is send from field to grave its effect kicks in nomatter what.
well lets compare its effect with sangan.
Sangan: When this card is sent from the field to the Graveyard: Add 1 monster with 1500 or less ATK from your Deck to your hand.
lightpulsar: When this card is sent from the field to the Graveyard: You can target 1 Level 5 or higher DARK Dragon-Type monster in your Graveyard; Special Summon that target.
here light pulsar effect is a mandatory, so no matter how it is send to grave from field (except as xyz material), it has to be send from field to grave by battle/effect/tribute/synchro, its effect kicks in and summons a dark dragon from grave. dont go through a may be stuff on internet, just try to understan the effects, are they mandatory or optional, bingo u wil get understand. good luck.

wow i never know tribut summon is an effect.lol. up to now i thought tribute summon is a normal summon of level 5 or high monster. so tribute summon is an effect..??wow. tribute summon is an effect which resolvs while tributing... wowowow
EXAMPLE: if i summon caius tributing light pulsar and using caius effect, then the timing is missing for light pulsar, i thought this is the effect which resolvs when tributed.
well i dont know about others knowledge, but based on my knowledge tributing is an normal summon of high level monster. if i summon a level 5 normal monster by tributing light pulsar dragon, i dont see any effect is resolving around. did any effect is resolving here.? then how sangan gets his effect when sangan is tributed for a tribute summon.?
Tribute Summon, sent to the Graveyard as a cost, or sent to the Graveyard it dosent matter untial an effect resolves, well if i use horn of heaven trap and tribute light pulsar to negate the summon of my opponent monster, may be then light pulsar miss the timing, cuz here the last thing is negating an opponent monster summon. i thought this is the effect resolving which light pulsar miss its timing.

yep, it misses it's timing. basically, the rule is that it works only if you didn't use it as a cost so you can't tribute it, you can't dark hole it yourself (not to sure, as it isn't considered a cost), you can't use it's effect as a xyz material, ect. but, if your opponent destroys it with, let's say, lightning vortex, then its effect applies. you can also ram it into a stronger opponent's monster to use it's effect.
