No, the Chiapa can not be converted to fire 5.56/.223. CMMG and Spike's Tactical both manufacture .22lr chambered rifles which use a standard "Mil Spec" style lower receiver. You can take a CMMG M422 or Spike's ST-22 .22lr rifle and swap out the upper receiver with any standard "Mil Spec" receiver based upper such as a .223, .300 AAC blackout, etc.
It is just a 715 with a bunch of plastic crap on it. It obviously is not an AR-15. I don't see why it would be illegal. Check with a local dealer and see if they have one or can get it.
