There are a few feeble noise laws in a few places but if it's not late at night, it's probably not illegal. It's actually not illegal to be really annoying. The law can't anticipate every single possible problem. The point is that just because something isn't illegal doesn't mean that one shouldn't do it. Humans have to learn that their actions have effects on others and need to think more about that. You could always try to talk to him about it. Humans sometimes respond to reason if you ask nicely. Sometimes not but it's worth a try.
P.S. - There are actually laws in most places about the noise that a motor vehicle can produce but sadly those laws are rarely enforced.
