The Becca Bill- Why isn't this a federal law?

A 14 year old girl was murdered in Spokane, WA by her pimp. She was defiant towards her parents, according to the counselors in court who explained the bill to me she had never gone to school (not stating whether or not it was just that year, or all throughout middle school and high school, if it was an on and off thing, etc), she didn't have any history of drug use so she turned to prostituting to support her own livelihood. One day, this is from what I was told, she said to her pimp "I want to go back to school. I want to go home to my parents." Obviously a pimp isn't going to let their hoes do that so he beat her to death.

I'm not gonna say I can understand how hard this could've been for her parents, because I don't, and that they wanted justice for her daughter but I believe they did it in a wrong way.

Through fighting with the courts they eventually passed this bill in 1995. It was suppose to improve attendance although schools are to adopt their own policies and procedures based on the Becca Bill. The procedure stated on the Becca Bill is that after one unexcused absence in a month the parents are to be notified. After a second unexcused absence their is suppose to be a conference with the parent and a school official. After a fifth unexcused absence a contract is to be signed by the parent and a school official to improve the students attendance. After the 7th unexcused absence in a month or 10th in a year the school, by law, is suppose to file a petition to the juvenile courts.

Again, WA schools are to adopt their own policies and procedures based on this. For example, my schools attendance policy is after 5 unexcused absences in a class (unexcused in my schools students rights and responsibilities handbook meaning not in 3 or more of their classes) the parent will be notified and the dean of students will conference with the student. After 9 unexcused absences in a class a conference will be held with the student, the parent and the dean of students. After 12 unexcused absences in a class the parent and student will be notified that there will be a loss of credit.

I'm having issues with my schools attendance policy, not taking the right steps in accordance to the Becca Bill so my school is screwing me over but I won't get into that. Anyways, a lot of schools in WA agree with this because education and attendance are very important and I'm sure every school in the nation thinks this but if so then why isn't this a federal law?
