It could mean that the company where you ordered the dress did not provide sufficient documents or did not pay the necessary fee to ship out their goods. Ask dhl about it if you have the reference number to track it down or better yet ask the one who sent out the dress. I hope that helps.

I bought something from India. It is at London Heathrow abd it says it's on hold. What does that mean? Is it customs? I didn't order anything with a logo or something like that. Its not fake either. It's just a dress.

That usually means that the package hasn't cleared. Clearing custom is a process that could take days. The package has to sit in the holding area until an inspector gets to it. If all is well it should be moving in a few days. They check all packages for things like drugs, bogus labels, copyright infringement, size, weight, value, place of origin, and so on.

The reason is the delay of the package, etc at the forwarding station! It might have arrived too late after the plane left.

It is sitting in customs, and waiting to clear.
