I apply for jobs I either qualify for or over-qualify for.Yet, I haven't been able to find a good job. I've worked mostly retail and that may be the issue. I just can't get employers to give me a chance. I'm so discouraged.

I totally agree with the person below take a part time job. Take a part time job do while building some skills on the side and you should be okay. Getting a part time job In a new industry is good enough
I've interviewed and hired many people, and a couple times I've gotten calls from people in your exact situation. They wanted to know if I could give them pointers on how to interview, or if there was something specific they should have done differently. I was happy to talk to them. You might consider this, but if you do it, you need to be careful who you talk to. It needs to be a recent interview, and one where you got along well with the interviewer and thought you did a good job.
Also, make sure the problem isn't with your resume. You write well, so I assume there aren't typos or bad grammar, but it's always a good idea to have someone proof it. Then make sure it's formatted properly. Another option: Have you ever spent time researching how to interview? I don't mean reading one quick article, but really focusing on the do's and donts. You didn't say what types of jobs you've been applying for, and this might matter. It's possible you're doing something wrong that is a dealbreaker but easily corrected. For example, I assume you know you never badmouth a place you worked, you never take phone calls, etc.
Try applying for FEMA. I understand they are now hiring at ALL levels.
THEN go on USAJOBS.com and start applying for each one that you think you can do.
You will get a job...it might take 30 days or it might take 120 days but unless you have a criminal record... you will get one.
Take a part time job and do a good job.
It could be some thing with your interviewing skills or your resume that's putting employers off. Also if you have no experience with the jobs you're applying for that can also put them off. Maybe try applying for jobs that don't require a lot of experience.
I used to work in retail too. I was looking for a full time job for a few years, I found my current full time job in a ware house. I started out part time, when they had a full time opening they asked if I was interested and I took it.
So it is possible to move on from retail.
